FS#832 - [Scaleway] PAR1 - Core routers upgrade

New core routers will be added in PAR1 in march to sustain our traffic growth and to allow more server capacity to be deployed.

No major traffic disruption is planned as traffic will be rerouted through redundant path.
This may cause minor packet loss.

This is a major upgrade and we will double the network capacity once again.
This is currently planned for late March.

This task does not depend on any other tasks.

We're still waiting for equipments from our supplier.
Delivery should occur this week and will hopefully allow us to upgrade the routers next week.

Equipments have been delivered at our logistics Hub in Paris and is being dispatched for a deployment next week.

Routers have been racked and are now connected to the backbone.
Several optics were misbehaving preventing us from migrating to the new routers but this is now fixed.

The traffic rerouting through the new routers will occur next week.

We've resolved a software bug in our NAT layer preventing the upgrade.
New NAT layer deployment will start today and continue tomorrow.

We've detected an configuration issue on the new NAT layer which may cause some minor packet loss, we're applying a patch to fix that.
